In a 4-bit system, the one’s complement of the binary number 1001 is 0111. A synchronous counter triggers all flipflops using a common clock signal, while an asynchronous counter triggers each flipflop using the output of the previous flipflop. In a system with 65 unique states, 5 flipflops are sufficient to represent all the states.
